leave domestic firms exposed from 1 July. The reported issue sounds
almost too simple: overseas firms can carry out a basic fabrication
step, such as fixing a plate to a beam, and import the product in a way
that avoids the intended tariff protection. For construction buyers,
this goes straight into bid pricing, supply chain resilience, programme
certainty, and whether the UK keeps enough fabrication capacity close to
its projects.

When
safety, trust, and productivity collide
A dispute
involving the MEH Alliance M&E workforce at Hinkley Point C has
reportedly left hundreds of workers off site for around three weeks.
The dispute began after a 2 June sit-in over clocking-in stations said
to be near a crane-lift zone, before a 23 June return-to-work ultimatum.
One source quoted by Construction Enquirer claimed only 25% had
returned, though that figure should be treated carefully. The bigger
point is clear: on a project this complex, labour friction does not stay
contained for long.

Moldova is
signing the design and construction contract for its section of the 400
kV Bălți-Suceava overhead power line. It is the second of three planned
lines connecting Moldova to the European ENTSO-E grid. The delivery
signal is strong because this is where big energy security language
becomes normal project work: route optimisation, land payments,
procurement, supervision, substation interfaces, and a contractor
finally getting the job moving.

05 · AI Data Centres
The
permitting fight arrives in Washington
Alexandria
Ocasio-Cortez and Bernie Sanders have introduced the AI Data Center
Moratorium Act, a bill targeting large AI data centre development.
Passage may be unlikely, but that is not the only point. The proposal
lands in a market already dealing with local pushback, power
constraints, water concerns, and more than 100 local moratoriums,
according to the reporting. For construction, this is a warning that
the data centre pipeline is no longer just about land, power, and
capital. It is also about public permission.
